El plan de 28 puntos, supuestamente negociado entre funcionarios estadounidenses y rusos sin la participación de Ucrania, ha sido ampliamente criticado por favorecer las demandas maximalistas de Moscú. Muchos lo consideran una traición a Ucrania y una recompensa a la agresión rusa.
