Gran parte de los beneficiarios de SNAP y Medicaid son personas con discapacidades, enfermedades crónicas o adultos mayores, cuya única fuente de ingresos o apoyo médico proviene de estos programas. Los recortes son vistos como una amenaza directa a su supervivencia, ya que los pagos de SSDI/SSI son insuficientes para cubrir los gastos básicos, incluyendo la alimentación.
