La crítica más recurrente es que, a pesar de años de promesas de "derogar y reemplazar" el ACA, el GOP nunca ha presentado un plan viable, lo que lleva a la conclusión de que su única estrategia es la destrucción del sistema actual.

Se denuncia que la estrategia republicana se basa en mentir continuamente, especialmente sobre las negociaciones y el uso de fondos del ACA para "inmigrantes ilegales," con el objetivo de desviar la culpa por el aumento de costos y la crisis del cierre gubernamental.
